Hill, in a joint venture (JV), serves as the NYCDDC’s Program Manager for the development of four new correctional facilities and associated infrastructure. The new borough-based facilities will be located in Manhattan, Brooklyn, Queens, and the Bronx and will enable the closure of the Rikers Island Correctional Facility. The creation of these new, state-of-the-art, borough-based facilities will provide considerable upgrades to the NYC correctional system, NYC Department of Correction employees, and visiting families. Each new facility will integrate health, educational, and re-entry programs and community space.

This contract award marks a significant milestone in innovative infrastructure procurement as the City of New York’s first-ever design-build (DB) program. The JV is working directly with DDC and coordinating with all NYC agencies to structure the procurement, develop the program requirements, and manage multiple DB teams for each of the new borough-based facilities during construction and through the completion of this multi-billion dollar capital program. Leveraging its experience with City stakeholders and comparable DB programs, the JV team helped confirm requests for qualifications and requests for proposal documents were complete and accurate, and that procurement results in the best value for the owner.

DISMANTLING CONTRACTS

One of the JV team’s most important responsibilities has been generating estimates for demolition and site preparation to clear the sites in the boroughs for the new facilities. Estimation comes with added risk on DB projects because of the incomplete nature of the design after bidding. In addition, as the first construction activity to take place, demolition exposes the team to unexpected conditions or hazardous materials. This makes accurate demolition estimates critical to positioning projects for cost and schedule success early.

QUEENS GARAGE AND COMMUNITY SPACE

The first completed construction project was a new, award-winning eight-story parking garage and community space in Queens on the northwest side of the Queens County Criminal Courthouse. The new garage provides over 600 new parking spaces for the community, including over 30 charging stations for electric vehicles with infrastructure for over 100 charging stations. Photovoltaic panels cover the top level of the garage and enable the parking facility to achieve near-net zero energy usage. Additionally, a new two-story, 25,000 SF community space with a grass roof was constructed adjacent to the parking structure. Under the DDC’s guidance, the team delivered the space in record time, providing a critical piece of neighborhood infrastructure as planned.

The Queens Garage and Community Space project won multiple awards, including a 2024 Engineering Excellence Silver Award from the American Council of Engineering Companies of New York, National Awards of Merit and Excellence from the Design-Build Institute of America (DBIA), and the 2024 I.N.S.P.I.R.E.D. Owner award, also from DBIA.
