Construction’s Digital Transformation & The Tools of Modern Project Management
Hill International, Inc. is excited to announce that Carl Gentilcore, PE, has joined the company as Vice President, Business Development, with Hill’s Federal practice group. Answering directly to First Vice President, Federal Programs Ed Newman, PE, CCM, LEED AP, Carl will work with the entire Federal team to identify and capture major pursuits, collaborate with teaming partners, develop winning project teams, and ensure overall client satisfaction with Hill.
Carl comes to Hill with more than 35 years of experience in the Federal sector, most recently with Mason & Hanger, where he held the title of Marketing Director. Prior to Mason & Hanger, Carl held similar positions with Delta Engineers, Architects & Land Surveyors in Chevy Chase, MD; Leo A Daly in Washington, DC; Akima Construction Services in Laurel, MD; and as an independent consultant.
In these roles, Carl helped to secure major projects for his teams with the U.S. Army Corps of Engineers (USACE), the National Institute of Standards and Technology (NIST), Naval Facilities Engineering Command (NAVFAC), the Department of Homeland Security (DHS), the Department of Energy (DOE), and many others. These programs and projects entailed new design-build Federal campuses, indefinite delivery/indefinite quantity contracts, secure facility renovations, on-call contracts, and new facilities across the U.S. and throughout the national capital region.
Before entering the private sector, Carl worked for the Federal Emergency Management Agency as a Project Officer in the Federal Insurance Administration in Region III, responsible for managing 32 engineering consultants performing design work for the agency.
Carl explains he decided to join Hill’s Federal practice largely because of the overlap in approach to the market. “The ability to make rational decisions related to problem solving, organizing, planning, and development of your team is something I bring, and something I know Hill focuses on,” he says. “I’m looking forward to applying this approach for Hill’s Federal clients—both current and future.”
Ed Newman adds: “Carl understands the drivers of our Federal clients, and the challenges they face in planning, procuring, and executing their programs and projects as their missions expand. Carl’s first-hand experience with FEMA, combined with his AEC industry experience, should make for a powerful combination to win new work, find strong partners, and execute successfully.”
Carl holds a Bachelor of Science in Civil Engineering from the University of Dayton, a Master of Civil Engineering from the University of Maryland, and a Master of Business from Georgetown University. He is a registered engineer in the State of Maryland. He will be based out of Hill’s Washington, DC, office.
