Hill is providing owner’s representative services for the Ohio Facilities Construction Commission (OFCC) and Fairborn City Schools (District). The District is currently undertaking two capital improvement programs with the OFCC: the funded Classroom Facilities Assistance Program (CFAP) and the Expedited Local Partnership Program (ELPP), which utilizes local funding only and will receive credit from OFCC for later reimbursement when state funding becomes available.
The CFAP portion of the project includes a 132,000 SF building to house pre-kindergarten through second grade students on the existing Fairborn Primary site, a 103,000 SF building to house third- through fifth-grade students on the site of the existing Fairborn Intermediate School, and abatement and demolition of the existing Fairborn Primary, Fairborn Intermediate School, Wright Campus Elementary School, and Black Lane High School. The CFAP portion of work is more than $60 million in construction value and involves a complex phasing plan to minimize disruption of school operations.
Based on Hill’s work on the CFAP, the District elected to maintain their relationship with Hill as their owner’s representative for the ELPP. The ELPP includes a 198,000 SF building to house ninth- through twelfth-grade students, a 5,000-seat stadium with field house, and multiple extracurricular practice fields. The new high school will also include a 2,000-seat arena gymnasium and a 1,000-seat auditorium.
All buildings will feature high-performance learning environments, extended learning areas, and target LEED Silver Certification from the U.S. Green Building Council. Some design elements of interest include an indoor slide at the new primary school, a media center with a view at the new intermediate school, and a learning stair at the new high school.
During preconstruction, Hill is providing design review, estimating, and budgeting services. During construction, Hill will maintain a full-time onsite presence and provide financial tracking and invoice and change order review. The Hill team will also support closeout with financial reconciliation.
