Understanding Resiliency and Recovery

Resiliency and Disaster Recovery programs and projects are unlike any other construction assignment. Community pressure to return to normalcy and reestablish schools, hospitals, and other basic services, along with population displacement, funding constraints, and a myriad of other factors, can compound the typical technical and managerial challenges of Resiliency and Disaster Recovery programs and projects.

Hill’s experience with and expertise in the nuances and opportunities involved in managing a portfolio of such projects can help address these factors. Whether for recovery efforts in the wake of a disaster or to manage programs to build more resilient infrastructure systems, Hill applies the right tools, management systems, processes, and techniques to keep work progressing and to deliver projects that meet technical requirements on time and within budget.

To address these challenges, Hill offers professionals experienced in helping communities recover according to plan.

Hill’s professionals have helped residents, municipalities, transit agencies, hospitals, universities, school districts, and other key community stakeholders recover and rebuild from some of the most devastating hurricanes in recent U.S. history. This includes our work for:

  • Port and dock facilities throughout the Caribbean following several major hurricanes.
  • The University of Texas Medical Branch in Galveston following Hurricane Ike.
  • The New York City Department of Design and Construction’s multi-billion-dollar Build-it-Back program.
  • NJ Transit’s and the Port Authority of New York and New Jersey’s recovery and resiliency efforts following Superstorm Sandy.
  • The Federal Emergency Management Agency (FEMA) following Hurricane Katrina.
  • Staffed response operations for short-term housing and developed supporting systems following Hurrican Ian.

We work with owners, stakeholders, and end-users to make certain their objectives, expectations, and aspirations for the work are clearly defined and captured in contract documents and enforced throughout the entire program or project process. This includes verifying work meets all applicable Federal funding and reporting requirements, is environmentally sustainable, and is capable of withstanding future events. This approach results in stronger communities, built together with end-users, and delivered quickly, correctly, and cost-effectively.
