The LACMTA (Metro) is undertaking the Southeast Gateway Line (SGL) project to deliver a new light rail transit (LRT) line connecting southeast Los Angeles County to downtown Los Angeles. The new LRT line will serve residents in Artesia, Cerritos, Bellflower, Paramount, Downey, South Gate, Cudahy, Bell, Huntington Park, Vernon, unincorporated Florence-Firestone, and downtown Los Angeles. These communities represent some of the most populous in all of Los Angeles County. Currently, bus lines are the primary public transportation option in the area, but the busses are often delayed by heavy congestion on the region’s arterial roads and highways. The new LRT line will help reduce reliance on automobiles, enable faster public transit, increase connection to the LACMTA’s broader transit network, and facilitate access to economic opportunities throughout the region.
From its northern terminus at the A (Blue) Line’s Slauson Station in south downtown Los Angeles, the proposed Southeast Gateway Line will span a 14.5-mile corridor to its southern terminus at the planned Pioneer Station in Artesia. The LACMTA plans to construct the line in phases using various alternative delivery methods. Phase 1 will comprise nine brand new stations, five parking facilities, a new maintenance and storage facility (MSF) in Bellflower, and a connection with Metro’s C (Green) Line at the planned I-105/C Line station in South Gate. Advanced/early works construction is expected to commence in 2026 with an expected opening in the mid-2030s.
Metro is currently evaluating options for the project’s second phase, comprising the remaining 4.5 miles from Slauson Station to Union Station in downtown Los Angeles. Phase 2 is expected to last until the 2040s.
Hill’s Rail and Transit practice, as a subconsultant on the LACMTA’s Program Management Support Services (PMSS) team, is providing construction management services for the project’s initial phase. During design, the Hill team will review drawings and make recommendations to promote constructability, reduce costs, perform railroad coordination, and help ensure the project meets all LACMTA requirements. Hill will support procurement, supervise work in the field, establish a field office(s), conduct inspections to confirm quality and facilitate payment requests, track costs and schedule performance, and provide timely reporting to raise issues and capture opportunities. Hill will also coordinate work with utilities to reduce the possibility of utility strikes while keeping work on schedule. As the field work advances, Hill will perform inspection and field oversight, monitor dust, noise, and vibration levels and manage road closures to reduce the impact on communities adjoining the alignment.
