The Bishkek Combined Heat and Power (CHP) Power Plant 2 was originally built in 1992. Due to the absence of a reliable natural gas supply, the plant has since remained inactive. As part of Bishkek’s plans to modernize its heating and energy systems, Orta Asya Investment Holding will revitalize the CHP 2 by developing a new natural gas-fired, combined-cycle, CHP power plant facility. The Bishkek CHP 2 project will help meet the growing energy demands and urban development needs of Kyrgyzstan’s capital city, enhance energy reliability, lower heating and electricity costs, and address air pollution caused by coal-fired plants.
The new power plant facility will provide thermal and electrical output, with a thermal capacity of 130 gigacalories per hour and an electrical capacity of 250 MW. The plant will also feature an open heating system and connect with Bishkek’s existing electrical grid via the Ala-Archa Substation. When operations commence, Gazprom Kyrgyzstan will supply the new power plant with 40,000 m³/h of natural gas. Planning is underway to increase gas supply capacity up to 100,000 m³/h to support future operations. Initial development activities, including topographical surveys, site inspections, and consultations with equipment manufacturers, are already underway. Commissioning is scheduled for Q4 2027.
As project manager, Hill will establish and manage a program management office (PgMO) to facilitate the project’s execution. By formalizing management processes and procedures, the PgMO will promote on-time and within-budget completion to the required quality standards. Hill’s scope also includes optional services, such as conducting feasibility studies and front-end engineering and design studies, as well as managing procurement through detailed tender documentation and oversight. These efforts will help promote project alignment with Orta Asya Investment Holding’s strategic objectives.
