Hill is providing construction management consulting services for the Central Florida Expressway Authority’s (CFX) multi-project, five-year construction program. The program involves major roadway and bridge projects along state roads and other CFX associated facilities.
The projects enable CFX to improve conditions in the four counties of the Greater Orlando area: Lake, Orange, Osceola, and Seminole; enhance travel for residents, businesses, and tourists; and improve safety. Hill is providing support, oversight, and management of the program, as well as oversight of CFX’s construction engineering/inspection consultants. Hill’s services include contract administration, cost and scheduling support, third-party coordination, dispute resolution, quality control and assurance, constructability reviews, document preparation, and other assistance.
In our role as the Authority’s construction management consultant, Hill supports CFX’s Construction Department by providing review of all construction documents, including pay applications, contract changes, design revisions, schedules, inspection reports, and budgets. Our team performs cost estimate reviews and analyze and prepare financial documents for review by the CFX Board.
Some of Hill’s initial tasks includes updating CFX’s Construction Project Administration Manual, updating the design and construction standards, evaluating the hurricane evacuation plan, updating the emergency response manual, developing and tracking lessons learned, developing a process for tracking materials, updating the owner-direct purchase of materials process, and evaluating the overall program schedule, budget, and cash flow.
As construction engineering and inspection firms are hired by CFX, Hill supports onboarding of the firms, helping all firms operate consistently and efficiently. Hill develops guidelines and reporting criteria to evaluate performance and performs independent assurance checks to identify process improvement opportunities and implement action plans.
Projects in the five-year work program include construction of new limited-access highways and bridges, roadway widening, roadway resurfacing, interchange construction, upgrading of toll collection facilities, ITS installations, safety improvements, landscaping, and lighting.
