Progressive Design-Build for Rail and Transit Projects: Room to Run
“Project and program controls are, to a large extent, what define project success,” says Marty Turner, CCM, LEED GA. “It’s hard to consider a project or program that ran wildly over budget or missed its delivery date by months a success. But, cross the finish line as planned and everyone wins.” Turner joins Hill International, Inc. (Hill) as the company’s new Vice President of Project Controls, responsible for leading Hill’s cost and schedule control efforts on projects and programs around the world.
Turner brings more than 25 years of experience to Hill in leading project and program management teams on major initiatives in the aviation, transit, and roads and highway markets. Most recently, his work includes leading the $3.6 billion Elgin O’Hare Western Access program for the Illinois State Toll Highway Authority and Delta Airlines’ Renovations & Refurbishments program at New York LaGuardia Airport (LGA). Other highlights of Turner’s career include serving as Program Cost Manager for the $3.2 billion O’Hare Modernization Program in Chicago, and as Project Manager for the Miami-Dade Aviation Authority’s South Terminal Improvement project.
On these and other assignments, Turner has earned industry accolades and delivered results for his clients, often by leveraging new technologies to better track and control project and program costs and timelines. On the Elgin O’Hare Western Access program, for example, Turner developed a pilot comprehensive data management system providing visually dynamic, real-time dashboard reporting for cost, schedule, and risk. He also simplified program controls systems to achieve on-time delivery of the two major milestones of the program. For Delta, Turner performed a critical forensic review of LGA’s archive documents that helped to reduce delays and cost impacts due to a contamination issue. For these accomplishments, and others, Turner earned the Construction Management Association of America’s (CMAA) 2016 Award for New Technologies & Techniques in CM.
Turner specializes in innovative, digital solutions for Program Management and Controls Systems on multi-billion-dollar programs through the use and integration of business intelligence and other technologies. “To me, technology is synonymous with project control,” he explains. “Data management tools, business intelligence, dashboarding, and data mining deliver the timely, accurate information clients need to make informed decisions and keep control of their programs and projects. A generation ago many if not all these tools either didn’t exist or were in their infancy. Today, we’re seeing the results of implementing these technologies through precision forecasting and real-time analytics. I imagine the controls technologies emerging today will deliver the same kind of exponential benefits, and I’m looking forward to seeing how these tools can help Hill’s clients.”
Vice President, Program Management Randy Richardson, PMP, worked with Turner previously and attests to Turner’s technological acumen and project and program controls skills. “Marty excels on the ‘firsts and onlys’ common on multi-billion-dollar programs,” says Richardson. “Improving control systems, finding ways to tighten timelines, launching pilot projects, and creating new tools and techniques to track and protect project costs are what he does and does well. He can have a truly transformative effect on the organizations he works with, and I’m looking forward to working with him on Hill’s programs.”
Turner holds a BS in Administration of Justice from the Pennsylvania State University and an MS/MBA from Nova Southeastern University. He is a member of CMAA and served as the Association’s 2018 National Technology Committee Chair. He was also a featured presenter of “Business Intelligence & Data Visualization – What You Need to Make it Click” at CMAA’s 2019 National Conference, as well as other national events and conferences ranging from technology to program management techniques. In addition, he is the author or co-author of numerous published white papers on business intelligence and other technologies.
