Progressive Design-Build for Rail and Transit Projects: Room to Run
Hill International’s new rail and transit expert Chen Zhou, CCP, EIT, EVP, MBA, PMP, PSP, is ready for a challenge in or out of the office. Her latest personal quest? Visiting all 400 of the United States’ national parks. With more than 100 checked off, she is well on her way. On the professional side, she sees joining Hill as the start of a new journey.
“I am excited to join such a well-known, well-respected, and high-ranking firm,” said Ms. Zhou, who will serve as a Project Director based in Hill’s Washington, D.C. region. “Hill’s achievements and array of services definitely captivated me. This opportunity will allow me to lead very dynamic teams on many notable projects.”
Ms. Zhou has more than 20 years of experience in the construction industry, serving as Senior Program Manager, Program Manager, Scheduling and Claims Consultant, and Construction Engineer. She joins the firm after working for the Washington Metropolitan Area Transit Authority (WMATA), which contributes to her 12 years of Public Mass Transit Project Management experience. Ms. Zhou is goal-oriented and well versed with her technical and management skills in construction management for federal, state, local, private, and international projects, with expertise in the rail, transit, aviation, government, retail, and healthcare sectors. Ms. Zhou’s extensive knowledge of the Federal Acquisition Regulation (FAR), FTA Circulars, ADA Requirements, and Transit Operation and Maintenance Procedures will be an asset to Hill’s clients.
Among the signature projects she has served include the $60 million Tide Norfolk Light Rail Project, $100 million Winnipeg Airport New Terminal Construction Project, $250 million rehabilitation of the Red Line for WMATA, and the $2 billion construction and expansion of the terminal and runway facilities for Abu Dhabi International Airport and five adjacent airports.

Prior to obtaining her MBA with a concentration in Marketing from Peking University’s Guanghua School of Management, Ms. Zhou received her Bachelor’s Degree in Civil Engineering from Southeast University in Nanjing Shi, Jiangsu Sheng, China.
