01 Raouf Ghali

Raouf S. Ghali

Chief Executive Officer

Raouf S. Ghali is Hill’s Chief Executive Officer. As CEO, Mr. Ghali oversees Hill’s operations, implements short-and long-term strategic plans, and grows Hill’s businesses in current and new markets. He also acts as the main point-of-contact between GISI’s Advisory Board and the Company’s operations.

Mr. Ghali has been with Hill since 1993, serving in several leadership positions before assuming the CEO title in 2018. He served as President and COO from 2015 to 2018, President of Hill’s Project Management Group (International) from 2005 to 2015, Senior Vice President from 2001 to 2004, and Vice President from 1993 to 2001.

Over the course of his nearly 30-year career, Mr. Ghali has helped to deliver complex, high-profile building projects for clients around the world, including iconic commercial and high-rise developments, defense facilities, and theme parks in the United States, Europe, Asia, and the Middle East. Mr. Ghali is also fluent in five languages.

Mr. Ghali earned a B.S. in Business Administration/Economics and an M.S. in Business Organizational Management from the University of LaVerne.

Mark Rynning COO

Mark Rynning, PE

Chief Operating Officer

Mark Rynning serves as Hill’s Chief Operating Officer, responsible for overseeing Hill’s operations around the world and providing day-to-day leadership and strategic advice to the company’s regional leaders. Mr. Rynning also drives Hill’s organizational vision and mission, company-wide goal setting and performance management, and supports recruiting, training, and career advancement efforts at a high-level.

Prior to joining Hill in 2024, Mr. Rynning spent more than 30 years with Tetra Tech, Inc. where he ultimately led the Resilient, Sustainable Infrastructure (RSI) Division. Under Rynning’s leadership, the Division performed design and construction management services for federal, state, local, and private owners in the United States, United Kingdom, and Australia.

Mr. Rynning holds Bachelor of Civil Engineering and Master of Business Administration degrees from the University of Florida and is a registered Professional Engineer in Florida.

02 William H. Dengler Jr.

William H. Dengler Jr.

Chief Acquisition and Administrative Officer

William H. Dengler Jr. is Hill’s Chief Acquisition and Administrative Officer. As CAAO, Dengler identifies strategic acquisition opportunities, supports the negotiation of favorable terms, and supervises the integration with merged companies to ensure a smooth transition and to maximize value formation. In addition, Dengler oversees Hill’s administrative functions and industry-specific practice groups serving clients in the U.S. Federal, Aviation, Rail and Transit, and Resiliency and Disaster Recovery sectors.

Mr. Dengler joined Hill in 2001 and served as General Counsel until 2018, upon which he assumed the role of Hill’s Executive Vice President and Chief Administrative Officer. Mr. Dengler also serves as Corporate Secretary for the company and its subsidiaries worldwide.

Mike Fluehr CFO

Michael Fluehr

Chief Financial Officer

Michael Fluehr serves as Hill’s Chief Financial Officer (CFO). Prior to joining Hill, Fluehr held positions of increasing responsibility for companies supporting the U.S. Federal Government Services market. Specifically, he served as Vice President of Finance Operations, Division Chief Financial Officer of Amentum. Fluehr has a track record of building, developing, mentoring, and growing financial leaders to deliver stellar results. He also excels in strategy development, growth, and profitability, and has held accountability for multi-million-dollar budgets and allocating resources to meet and exceed financial targets.

Fluehr holds a B.S. in Business Administration (Accounting) from LaSalle University in Philadelphia, PA.

Elise Greenspan

Senior Vice President, Chief Legal Counsel and Chief Compliance Officer

Elise Greenspan is Hill International’s Chief Legal Counsel and Chief Compliance Officer, responsible for providing expert and legal advice to management, setting internal governance policies, anticipating and managing corporate legal risks, dealing with external parties, meeting legal challenges, and staying aware of how the legislative environment could impact Hill’s business and our employees.

Ms. Greenspan comes to Hill after a long and successful career with AECOM, where she served in roles of increasingly complexity and responsibility for more than 20 years, including Vice President & Assistant General Counsel Litigation; Vice President, Chief Counsel Northeast; Vice President, Assistant General Counsel Global Litigation; and Vice President, Chief Counsel Northeast & Global Transportation. She holds a Juris Doctorate from the Brooklyn Law School and a Bachelor of Arts from the State University of New York, Albany. She is also admitted to the Bar of New York.
