As part of its Clean Water Plan, ALCOSAN is undertaking a program to expand its plant on the Ohio River in Pittsburgh, PA. The plant expansion projects will increase ALCOSAN’s capacity and help reduce the number of overflows caused by excess stormwater. Hill teamed with G. Stephens Inc. and provided project and construction management services for multiple projects in the plant expansion program. Specific projects included:

Parking Garage: ALCOSAN undertook a project to construct a 400-space, multi-level parking garage near the plant entrance. Located between the Ohio River to the west and a railroad alignment to the east, the project team had to maximize parking availability while reducing the plant’s overall parking footprint. As part of the management team, Hill helped with constructability reviews and value engineering.

Environmental Compliance Facility (ECF): The new three-story ECF includes laboratory space for ALCOSAN’s Industrial Waste Program and Residual Waste Program on the first floor and office space on the second and third floors. The ECF also features a patio/rooftop garden on the second floor. Construction concluded in 2024. By enabling demolition of ALCOSAN’s existing laboratory facility, the ECF paves the way for one of ALCOSAN’s final plant expansion projects: the construction of two new primary sedimentation tanks. As part of the management team, Hill provided project management services and coordinated all mechanical, electrical, and plumbing work, helping promote efficient construction in line with ALCOSAN expectations. During design, Hill reviewed and commented on each of the design packages and supported site logistics planning, sequencing of work, constructability reviews, and value engineering. Hill also managed procurement, leading the pre-bid conference, assisting the designer and ALCOSAN in responding to contractors’ questions, and helping produce addenda. Once bids were received, Hill also helped conduct qualification and scope interviews and made recommendations for award to ALCOSAN. During construction, Hill provided project management, resident inspection, scheduling, document controls, safety monitoring, security oversight, cost controls, risk management, payment management, change management, and other services as needed. Hill also supported project communications, serving as the main point of contact for ALCOSAN, the designer, and all prime contractors.
