Hill provided staff augmentation services to Canadian Natural Resources Ltd. (CNRL) for critical facilities upgrades required to meet CNRL’s goal of increasing production by 55,000 barrels of crude oil per day at the Horizon Oil Sands field.

Phase 1 of the project included a surface oil sands mining and bitumen extraction plant, complimented by on-site bitumen upgrading with associated infrastructure. Due to a massive resource base, the mine and plant facilities are expected to produce for decades without the production declines normally associated with crude oil production. 

A large amount of infrastructure capital was included in Phase 1 in anticipation of future phases, and CNRL leveraged the benefits of existing infrastructure to expand operations. For the expansion phase, Hill provided staff augmentation services to provide contract administration personnel to CNRL. The contract administrators supported CNRL project teams with contracting and procurement while remaining in compliance with company policies and procedures. 

The Hill team’s services included coordinating with internal stakeholders, suppliers, and contractors; developing strategies to obtain best values for goods and services; preparing, developing, and maintaining contract documents; receiving and evaluating proposals; conducting site meetings with contractors; controlling and documenting change orders; preventing/resolving claims, change orders, and back charges; managing the approval process for contractor invoices and approving payments; and maintaining and issuing contract status reports.
