PennDOT is undertaking the Interstate 376 (I-376) Parkway East Betterment Project to improve a 4.5 mile stretch of roadway on I-376 between Monroeville and Churchill in the eastern suburbs of Pittsburgh, PA. The scope involves multiple improvements to roadway surfaces and its median and shoulders, as well as improvements to infrastructure along the roadway, including the replacement of the four-span superstructure above Old William Penn Highway, the rehabilitation of bridges over Old William Penn Highway/Lougay Road/Sunset Drive and Thompson Run Road/Thompson Run/Union Railroad, and preservation activities for six additional bridge structures. The project will improve safety, reduce congestion, and extend the useful life of PennDOT’s assets in Allegheny County. Work is expected to conclude in fall 2026.

Key challenges include traffic control and safety. As I-376 is an arterial roadway for motorists approaching Pittsburgh from the east, the project team will need to maintain traffic access for the duration of construction. To better manage traffic and site safety, the project team is using a zipper barrier. This device allows the team to easily and safely reroute traffic, reducing project down time and keeping traffic flowing. The I-376 Parkway East Betterment Project represents PennDOT’s first usage of a zipper barrier during construction in the Pittsburgh region. In accordance with Pennsylvania’s Work Zone Speed Safety Cameras (WZSSC) program, the project team has also deployed high-visibility signage and vehicle-mounted cameras to monitor motorist speeds and penalize speeding in work zones. This helps improve safety for motorists and workers.

The Hill team is providing inspection services to supplement PennDOT’s in-house inspection capacity. By inspecting construction, documenting conditions, and reporting to PennDOT, Hill will help the project team deliver work in accordance with all PennDOT requirements and contract specifications.
