Hill provided construction management and inspection services for this state-of-the-art 32,500 SF library. The LEED Gold facility incorporates high-end finishes along with a variety of advanced green building technologies, including geothermal heating and cooling, electrochromic glazing, and advanced building controls. The library is intended to serve as a community hub and includes a variety of gathering and collaboration areas in addition to traditional spaces.
Hill’s responsibilities included construction management, inspection, document control, change order estimating and negotiation, payment requisition review, CPM schedule analysis, and contract administration. On the County’s behalf, Hill also coordinated the work of several separate County vendors, including information technology and FF&E, and managed the subconsultant performing commissioning services.
Delivery of the project was complicated due to jurisdictional approval and permitting issues with the City of Annapolis and the project’s frontage along West Street, which falls under State Highway Administration purview. The site’s location within a residential area required close coordination of work to minimize inconvenience to the surrounding community.
