In 1985, as part of a project management oversight (PMO) contract with the Federal Transit Administration (FTA), Hill developed the FTA’s original PMO guidelines. Today Hill is fulfilling its ninth PMO task order contract. As part of this ongoing contract, Hill oversees federally funded transit agency projects, providing technical, financial, and management oversight capabilities to FTA. Our experience encompasses more than 40 PMO project assignments in more than 20 states including the District of Columbia and the Commonwealth of Puerto Rico, more than $20 billion in project value, and oversight of more than 200 stations and 300 miles of trackwork. More than 2 million passengers use Hill-overseen rail systems daily.

Hill’s PMO services include management plan development, preliminary and final design monitoring, design review processes, risk assessments, construction progress monitoring, project controls management, quality assurance/quality control management, safety management, inter-agency coordination, and vehicle procurement, among others.

Highlights of Hill’s PMO assignments include:

Metropolitan Washington Airport Authority (MWAA), Washington DC: Hill is providing PMO services for the Dulles Corridor Metrorail Project Extension to Wiehle Avenue. This heavy rail project is an 11.6 mile extension of the WMATA Metro system and includes 5 stations and 64 new rail cars. This project is complex in nature and has high political visibility due to its close proximity to Washington, D.C. The program is valued at approximately $3.1 billion.

Honolulu Rapid Transit (HART) High-Capacity Transit Corridor, Honolulu, HI: Hill is performing PMO for HART’s Honolulu High-Capacity Transit Corridor project. This is an urban rail, largely elevated, rapid transit system featuring elements of both heavy and light rail systems linking suburban stations with downtown Honolulu. Once complete, the project will be the first large-scale publicly run metro system in the U.S. to feature platform screen doors.

Southeastern Pennsylvania Transportation Authority (SEPTA): Hill is providing PMO services for SEPTA’s Major Capital Projects. This work includes stations, heavy rail, commuter rail, vehicle procurement, and new facilities construction through the SEPTA system.

Delaware River Port Authority (DRPA): The DRPA is undertaking a $30 million project to reopen Franklin Square Station, an existing but non-operational underground station on the PATCO Speedline rapid transit system, which runs from Center City Philadelphia, PA, to Lindenwold, NJ. Having last served passengers in 1979, the station required a variety of civil, structural, mechanical, electrical, life safety, security, and ADA upgrades. The project also includes new features, such as an elevator, an escalator, ADA-compliant ramps, non-slip flooring, guardrails, a brand-new headhouse with a green roof and green wall, emergency egresses, and more. Hill is monitoring the project and reporting to the FTA to confirm that work is progressing within budget and in accordance with approved plans, specifications, and funding requirements. Hill also provides oversight to promote timely and appropriate responses to emergent unknown risks in line with FTA best practices. This helps keep the FTA abreast of project conditions and helps the DRPA team overcome challenges. The project is on track to reach substantial completion within budget by the end of 2024.

Florida Department of Transportation, Central FL: Hill is providing PMO services for the $358 million Central Florida Commuter Rail Transit (CFCRT) Project. The CFCRT will run more than 60 miles and serve 17 stations and will extend north and south of Orlando. The CFCRT encompasses approximately 18 miles of additional second track, a new signal system, a vehicle storage yard and control center, and support facilities.
Massachusetts Bay Transportation Authority (MBTA), Boston, MA: Hill provided PMO services for MBTA’s Major Capital Projects totaling some $3 billion, including the South Boston Piers Transitway Project, Old Colony Railroad Rehabilitation Project and Commuter Rail Maintenance Facility, Light Rail Accessibility Program, Blue Line Rehabilitation Program, Silver Line Phase III Bus Rapid Transit Project, and the Systemwide Improvements Program.

Las Vegas Monorail, Las Vegas, NV: The Las Vegas Regional Transportation Commission of Southern Nevada (RTC) built a 2.28 mile Resort Corridor Automated Guideway Transit (elevated monorail) project. The monorail serves the Las Vegas central business district and the northern part of the resort corridor along the Las Vegas strip from Fremont Street to Sahara Avenue.
