In California, Hill is supporting one of the largest electric utilities in the United States which is responsible for delivering power to 15 million people in 50,000 square miles of service area across the Central, Coastal, and Southern parts of the state. To date, our team has supported more than 50 Transmission, Distribution, and Substation major capital projects. This includes the Tehachapi Renewable Transmission Project (TRTP), Devers Colorado River (DCR), and Chino Hills Underground projects. Our Team provides professional services for these projects including scheduling, cost engineering, estimating, project analysts, and project and construction management as well as data management services. Some of the business groups Hill supports include the client’s Major Projects Organization (MPO), Transmission, Substation, Distribution, Generation and Asset Management Strategy and Engineering.
Within MPO, Hill acts as a seamless extension of client resources to assist in the data gathering, management, and analytical processes used to predict, understand, and constructively influence timely and cost-effective project delivery. Hill’s ability to set the trajectory for success and provide valuable insight as an integrated function within the MPO hinges not only on aligning with the client’s vision and goals but also with the continuation of knowledge of how project processes and procedures are supported, and what emerging technologies will add value.
Within the Project Initiation phase, Hill’s project managers contribute to initial MPO project review to confirm the proposed project is executable from a construction perspective. They also support the development of data relating to construction, outage, commissioning, and test-related input to the initial project risk register. Additionally, we provide a complete review of the proposed project and identify potential constructability issues and operational impacts. In the preconstruction planning phase, the project manager will often support the client with the development of the outage requirements and plan. In the construction phase, Hill also supports the review of contractor outage requests to help ensure required outages are identified and that the “Outage Request Process” is followed, including the time requirements for submitting outages. In Closeout and Transition to Operations, Hill verifies coordination with major stakeholders, including transmission and distribution operations, regarding outages and project turnover at completion of construction.
