Spokane County is undertaking a project to deliver a new Operations Campus with a workshop, warehouse, and office space for Public Works staff. The Campus will include a 11,500 SF pre-engineered Storage Building and a 16,500 SF Office Building, as well as covered parking and extra space for equipment, fleet, and personal vehicles. The new facilities will house multiple Public Works departments, including signage, signal, bridge, training, and construction inspection/materials testing staff. By bringing together multiple departments in a modern and secure workplace, the project will facilitate Public Works’ mission to maintain county roads, bridges, and stormwater infrastructure.

The scope comprises lot preparation, testing, soil stabilization, hazardous materials abatement, demolition of existing structures, the construction of the new buildings, and site work, including parking and associated stormwater facilities. As the project is located on the site of a former railroad and industrial area, the work will include complex environmental remediation activities. The County has elected to use progressive design-build (PDB) delivery to promote early collaboration, creatively overcome challenges associated with environmental remediation, reduce change orders, and deliver a high-quality end product. Work is expected to conclude by fall 2025.

As owner’s representative, Hill is providing program, project, and construction management services and will manage all project activities, including procurement, design, construction, commissioning, and closeout. This includes support with planning and implementing the PDB delivery method. During pre-project planning, for example, Hill helped the County acquire Washington State Project Review Committee (PRC) approval to use PDB. Hill also represented the County during procurement, leveraging alternative delivery experience and negotiation expertise to get the best value for our client. Hill managed the design through validation, design completion, and approval of the guaranteed maximum price (GMP) amendment. The project is currently in construction, and Hill is responsible for communications, facilitating owner and design-builder meetings, reviewing and approving the PDB baseline schedule and updates, approving pay applications, tracking costs and progress, reporting, performing quality assurance, assisting with utility and stakeholder coordination, and making recommendations to promote high-quality, cost-effective, and timely construction that meets all Spokane County’s requirements.
